VEDI program partners including Top Flight LLC have begun advocacy efforts to increase the number of state based programs geared towards veteran owned businesses to increase inclusion and access to state wide contracting opportunities. Currently, less than 10 percent of state governments have any programs geared specifically to veterans owned businesses (VOBs) or service disabled veteran owned businesses (SDVOBs), which makes it difficult to track the utilization of VOBs and SDVOBs in state projects that receive federal funding. One of VEDI's objectives is to advocate for state based programs to increase access and opportunities for VOBs and SDVOBs and increase job creation within the veteran community.
